Cili88 Review 2026
— Separate Sites, Neither Licence Checks Out

Desk research, 5 October 2026. We read cili88.vip and its copies (cili88.com, cili88.live); cili88my.vip’s homepage, terms, promotions and About pages (its banking-guide link returned a not-found error); cili888.net’s homepage; Gaming Curaçao’s closure notice; and the Curaçao Gaming Authority’s register of 2 October 2026. We read Pragmatic Play’s Sugar Rush 1000 page on 9 October 2026. We did not register, deposit or withdraw. Our methodology.

Verdict: 2/10, not recommended; not on our blacklist. Cili88 (cili is Malay for chilli) is a casino brand name aimed at Malaysian players, used by several websites that do not all claim to be one business. Two of them print licence numbers, both in conflict with Gaming Curaçao’s own notice, and we could not establish current licence coverage for any of them. On cili88my.vip, every Register button links to another brand, Kaya88.

The sites lead with free credit and welcome bonuses: cili88.vip lists slots, live casino, sportsbook and fishing games, and cili88my.vip (“Pedas betul”) adds 4D. We have no verified case of a Cili88-named site refusing to pay a named player, and we do not allege one. The score matches Telur33, MyTown33 and SpinCity99, whose licence claims also point to Gaming Curaçao, which closed in August 2024.

Which site does the claim belong to?

cili88.vip’s brand statement calls several domains authorised, including cili88.me, .com, .live and .vip, and its verification page calls eleven others fake, cili88my.vip among them. That is cili88.vip’s claim, not our finding that the other site is phishing. cili888.net, with three eights, is on neither list, so differing offers across these sites are not one operator contradicting itself.

The Kaya88 links include the “Claim Your RM888 Welcome Bonus” button, so the terms you read on cili88my.vip may not be the terms of the account you open.

Licence: two numbers, neither checks out

cili88.vip’s footer, headed “LESEN PERMAINAN” (gaming licence), says Cili88 is “registered by Moon Technologie” and “operates under the Master License of Gaming Services Provider, N.V. #1168/JAZ”. cili88my.vip prints “Gaming Curacao 8048/JAZ”.

Gaming Curaçao’s own website, read on 5 October 2026, is a single notice. It says Gaming Curaçao “HAS CEASED OPERATIONS ON AUGUST 18TH 2024”, that every sub-licence “UNDER GAMING SERVICES PROVIDER N.V.365/JAZ” expired that day, and that “ANY ATTEMPT TO DISPLAY ACTIVE SEALS” or an extension “WILL BE CONSIDERED FRAUDULENT AND ILLEGAL”. By its own account, the master licence was 365/JAZ, not #1168/JAZ, and 8048/JAZ is a third number, so neither can describe a current Gaming Curaçao licence.

The Curaçao Gaming Authority (CGA) says a law in force since 24 December 2024 makes it the online gaming regulator, as our RM88 review records. Its register, updated 2 October 2026, has no licence number ending in /JAZ and no licensee called Gaming Services Provider. It does list Moon Technologies B.V. (company 152185, licence OGL/2023/111/0069).

A similar company name does not show that Cili88 belongs to that licensee or that its domains are covered, and a certificate link we followed returned a not-found or expired-token message. The register lists companies, not every brand or domain, so our finding is unverified coverage, not proof that no licence could exist.

cili88my.vip says iTech Labs checks its slots’ random number generator and eCOGRA its live casino, but links no certificate. A testing lab is not a licensor and cannot make anyone pay a withdrawal (what a licence actually does).

Check it yourself: a CGA-licensed site’s seal opens cert.cga.cw, naming the licensee, licence number, status and covered domain; a seal that opens a PDF, an image or nothing is not a licence. Certificate links can expire, so screenshot the page with the address bar visible.

Bonus terms: the same site gives two answers

cili88my.vip’s terms page sets the wagering at 10× deposit plus bonus and a RM20 maximum bet while a bonus is active. Its own homepage disagrees; every row below is from cili88my.vip:

We cannot tell which rule the cashier applies. The terms give the most detail, so treat RM20 as the limit while a bonus is active.

Worked example from the published terms (illustrative arithmetic, not a prediction; it does not show that an account qualifies or that a withdrawal will be paid):

cili88.vip’s promotion page showed 43 tiles, including “No Turnover” offers; nine show the amount as “MYR ?”. We did not capture the card behind any tile, so the conditions are unknown:

The RTP claim is unconfirmed. cili88my.vip says “Pragmatic Play’s Gates, Starlight and Sugar Rush 1000 series all run at publisher-certified 96.5%+ RTP”. Pragmatic Play’s own Sugar Rush 1000 page lists 96.00% (read 9 October 2026); we did not read the pages for Gates of Olympus 1000 or Starlight Princess 1000. A title can exist in several RTP versions, so check the game’s own help screen (see our RTP glossary and Pragmatic Play overview).

Infrastructure is not ownership

These findings link Cili88-named sites to other brands, but none establishes common legal ownership, and each belongs to one domain:

• cili88.vip runs on rented software. It and its copies serve images from xt30sf.b-cdn.net, a white-label casino platform’s image host. Our Peluang88, RM88, Dadu44 and BolaKing reviews found the Cili88 lobby sharing that host, site settings or interface-text file with those brands on 1–2 October 2026: a rented platform, not shared ownership or wrongdoing.
• cili88.vip’s licence sentence is platform text. The platform’s interface-text file, in cili88.vip’s page source, holds the same sentence for another brand, 4D GANG (“Moon Technology”, #1168/JAZ), and a LuckyBetAsia one citing an Anjouan licence the Cili88 footer does not display. The Doktor Judi lobby loaded the identical file on 5 October 2026, and our SpinCity99 (18 August 2026) and RM88 reviews found near-identical #1168/JAZ sentences under those brands’ names. Scam Watch #2 follows the number further: a licence line shared by that many brands is not evidence about who runs any one of them.
• cili88.vip names its own groups. Its banner reads “Official Syukur668 Partnership”, and its brand statement places it in the “Syarikat4u Group” with MERAH44, HIJAU44, PEDAS77, PUMA777, PELITA88, NASIB888 and REZE88. Dadu44’s partnership page listed Cili88 under “Syukur Partnership” beside MyTown33 on 2 October 2026; these are self-declared groupings.
• cili888.net is on the doorway image account. All 47 images on its homepage loaded from the Cloudflare Images account in our domain-network investigation, which lists cili888.net beside the MyTown33 and Gardenia888 doorway sites. Its conclusion sends readers to designbookfair.com, another site in that investigation’s table.

Payments and complaints

Payment methods differ by domain. cili88my.vip lists Touch ’n Go eWallet, DuitNow, FPX, Boost, GrabPay and USDT. Its terms set RM50 as both minimums, say deposits must be wagered once before withdrawal (an “anti-money-laundering rule”), and require full identity checks for withdrawals above RM5,000.

cili88.vip’s top-up menu instead lists OnemPay, Pay2Win and VPay gateways, telco and Touch ’n Go reload PINs and ATM/CDM transfer, in MYR, IDR or USDT. We did not request a withdrawal, so we give no payout times; a listed method says nothing about approval or speed (see our e-wallet guide).

USDT cannot be pulled back, but that does not make bank or e-wallet payments safe: the NSRC guidance warns that even quick action may not get your money back. Before you pay, check the payee’s account number, company name or phone number on PDRM’s free Semak Mule portal. No match is not proof the account is safe, and a request to pay a personal bank account is a reason to stop.

cili88my.vip’s complaints route escalates from support to Gaming Curaçao, a licensor that has closed, so it offers no current regulator remedy.

What a player would not notice

• A sideloaded app. cili88.vip’s app is an Android .apk file on e-droid.app, outside the Play Store’s check. Google Play Protect can still scan it, but a scan does not tell you who made the app, and a mirror domain can serve a different file.
• App claims differ by site. cili888.net’s “download Cili88 mobile apps” buttons lead to game apps (Joker Slot, Gameplay, Mega888 Slot), while the same page says Cili88 has no dedicated app. cili88my.vip advertises a “Native Android APK and iOS web app”.
• Summary terms only. cili88my.vip’s terms page says: “These are summary terms for Malaysian players — full legal terms are available on request from support.”
• A VPN tip. A pop-up on cili88.vip’s lobby tells players who cannot open the site or a game (“JIKA TAK DAPAT MASUK WEB / GAME”) to switch on the 1.1.1.1 app’s WARP setting. A VPN does not change the law, or your protection if a payment goes wrong.
• A verification page that points elsewhere. cili88.vip’s verification page says to use only the links it lists, yet promotes a different platform, Joylink, as a “Featured Partner” and links a separate site of free-credit lists.

Why 2 out of 10

We rank a casino only when a regulator’s own register confirms its licence; a brand whose licence cannot be confirmed scores 2 or 3. Cili88 scores 2 because its licence claims are contradicted, not just unconfirmed: both printed numbers conflict with Gaming Curaçao’s own notice, and cili88.vip’s licence sentence is a platform template carried for other brands too. On cili88my.vip, every Register link also points to another brand.

It is not 0 because we have nothing showing it has cheated a specific player. Our blacklist and watchlist explains the two tiers.

If you have already deposited and cannot withdraw

Save the domain, payee, transfer receipt, balance, promotion terms and every message. Then:

1. Check which brand actually holds your account. An account opened through cili88my.vip’s Register button may be at Kaya88, not at any Cili88 site.
2. If you suspect fraud, call your bank and the NSRC on 997 immediately, then lodge a police report anyway. Calling 997 does not replace it. Report older incidents too; recovery is not guaranteed. Official listings differ on 997’s hours: the National Anti-Financial Crime Centre (NFCC) says 8am to 8pm daily, while malaysia.gov.my lists 24 hours. If you cannot get through, use your bank’s 24-hour fraud line.
