Live dealer, RNG, provably fair and gambling licences explained for Malaysian players

Live dealer, RNG, provably fair and licensed describe different things. A game format does not verify an operator's licence, and a licence does not guarantee a win or payment. Each claim needs its own evidence.

This glossary explains how to read those claims. It does not describe first-hand game or withdrawal testing. See our review method.

Live dealer (permainan live)

A live-dealer game uses a video feed of a presenter or dealer. Many table formats use physical cards or a wheel, but hybrid and game-show formats can include other random processes. Read the rules for the particular game rather than inferring its mechanism from the video.

The studio provider and the casino handling your account are different roles. A recognisable provider logo does not establish who holds your money. Our Evolution overview explains a provider's role, while the live-table checklist covers limits, rules and disconnections.

If a round is interrupted, record the round ID, time and disputed result. The game's rules should explain incomplete rounds and settlement. A video feed alone cannot settle every dispute.

RNG (penjana nombor rawak)

A random number generator produces values that game software maps to outcomes. Implementation varies; it is too broad to say every game's result is fixed at the instant the player presses a button.

The British Gambling Commission's RNG standard addresses randomness and unpredictability. It is a technical standard within its regulatory scope, not proof that a particular Malaysian-facing app meets it.

A testing laboratory is not a gambling regulator. A certificate may cover a specific product, build or system. Check the issuer, named subject and scope. GLI explains that public Certificates of Integrity differ from confidential full certification reports. A logo without enough information to authenticate it is an unverified claim, not automatically a fake.

We could not authenticate a specific build or its settings merely from the Mega888 name. The Mega888 provider page discusses that verification problem. Our RTP glossary explains why theoretical return is not a session promise; the slot mechanics glossary covers game features.

Provably fair

This usually describes a method for checking that an outcome follows a disclosed algorithm and inputs. A common design commits to a server seed before play and reveals it later, allowing verification with a client seed and a round counter. Algorithms and procedures differ between providers.

Successful verification establishes only what the scheme actually checks. It does not independently prove a casino's licence, solvency, withdrawal reliability or the fairness of its payout schedule. A hash displayed on a page is not enough: the inputs, algorithm and verification process must be available.

Gambling licence (lesen)

A licence authorises a named entity to conduct specified activities under a particular regulator's rules. Start with the regulator's own register or certificate. Check the company, licence type, current status, expiry or renewal conditions, and covered domains where available.

Registers vary. The Curaçao Gaming Authority's company register does not itself list every brand or domain. A missing brand-name search result is therefore not proof that the brand is unlicensed. A certificate for a different domain does not automatically cover the one taking your money.

Historical master-licence numbers are not sufficient evidence of current coverage. Gaming Curaçao's closure notice states that its operations ended on 18 August 2024. For current claims, use the current authority's evidence rather than an old badge.

Our Cili88 review illustrates why domain identity matters: sites carrying the name make different claims, and one disowns another. Do not combine their statements as if common ownership were established.

The Philippines' Anti-POGO Act announcement confirms the offshore-gaming ban enacted in 2025. A PAGCOR image is not evidence of current authority to serve offshore players. The MrLucky88 review discusses the additional distinction between a supplier certificate and an operator licence.

Separate the checks

  • Does the game claim identify a verifiable product or process?
  • Does the licence evidence cover the relevant entity, activity and domain?
  • Do the account and withdrawal rules identify who handles your funds?
  • Are the bonus conditions readable before you accept?

Shared hosting or images can reveal infrastructure links, but not legal ownership. Our domain-network investigation explains that limitation. The first Scam Watch, second edition, blacklist and Malaysia comparison record findings about particular brands.

FAQ: game fairness and licences

Is a Curaçao licence number ending in /JAZ still valid in 2026?

An old master-licence reference alone does not verify current coverage. Check current Curaçao Gaming Authority evidence for the operator and domain. Gaming Curaçao states that its own operations ended in August 2024.

Adakah provably fair bermaksud kasino itu berlesen?

Tidak. Ia merujuk kepada kaedah menyemak keputusan permainan mengikut algoritma tertentu. Lesen operator dan perlindungan pengeluaran perlu disemak secara berasingan.

Can a casino change the result of a live dealer game?

A video feed alone cannot prove how a result was recorded or settled. Read the specific rules and preserve the round ID and evidence if you dispute a result. Do not assume every live format uses the same mechanism.

Adakah mana-mana kasino dalam talian berlesen di Malaysia?

Lesen luar negara bukan lesen Malaysia. Pemain boleh didakwa di bawah undang-undang perjudian Malaysia; lesen asing tidak menjadikan permainan kasino dalam talian sah di Malaysia.

Is an iTech Labs or BMM badge with no certificate fake?

Not necessarily. A badge without enough information to authenticate it remains unverified. Ask for the certificate, issuer and exact product or system it covers; a software test is not an operator licence.

What can I do if an unlicensed casino keeps my money?

Save the domain, account records, withdrawal reference and messages. Ask for a written explanation. If you suspect fraud, contact your bank and 997, then lodge a police report. A regulator complaint requires a relevant regulator and scope; recovery is not guaranteed.
